North Dakota Celebrated for Outstanding Transparency in State Financial Reporting

The Government Finance Officers Association of the United States and Canada (GFOA) has once again recognized North Dakota for its commitment to financial transparency and accountability. The state received the prestigious Certificate of Achievement for Excellence in Financial Reporting for its 2025 Annual Comprehensive Financial Report (ACFR). 

“Accurate financial reporting is crucial to providing legislators, policymakers and the public with a clear picture of the state’s financial position and how public resources are being managed,” said Office of Management and Budget Director Joe Morrissette. “This recognition reflects North Dakota’s ongoing commitment to transparency and providing reliable financial information.” 

The ACFR is a yearly requirement under N.D.C.C. 54-44-04.14. The report offers a comprehensive look at the state’s finances and plays a key role in ensuring state financial information is available. 

Developing the ACFR requires months of coordination and detailed financial reporting from fiscal professionals across state government, including the State Auditor’s Office, whose team audits the information as it is being compiled. Information from individual agencies is compiled, reviewed and incorporated into the comprehensive report to ensure North Dakota’s financial activities are accurately represented. Morrissette recognized the state agency partners whose expertise and collaboration contributes to the quality of the final report.

The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. This is the 35th consecutive year North Dakota has earned this honor.
